Some utilities written by others which I (and hopefully you as well)
find useful:

SUSRV

Like the Unix su command: allows you to run adminstrative tools
like User Manager, Registry Editor, File Manager etc. with Administrator
privileges while logged on as an ordinary user without having to
log off (with source).

zip/unzip
Native Win32 zip/unzip command line utilities with support for long
filenames, pkzip/pkunzip compatible format (source code available).

Ext2NT

Read your Linux Ext2 partition from NT on a Linux/NT dual-boot system
(with source).
The original site http://www.accessv.com/~peeter/ seems to be no longer
available, but you can still find the latest version
at many places by searching for
ext2nt-1.06 at

NTFS driver
for Linux by Martin von Löwis

by Mark Russinovich and Bryce Cogswell have many useful
utilities for NT,
including but not limited to:

NTFSDOS
A DOS device driver to read your NTFS partition on a DOS/NT dual-boot
system (with source).

NTFilMon
Monitor all files accesses, helps you to find access violations with
too tightened NTFS permissions etc. (with source).

NTRegMon
Monitor all registry accesses (with source).

NTHandleEx
Shows which processes have open handles to files, DLLs etc.

IWatch
by Matthias Withopf, published in the German computer magazine
c't 14/98
Watches e.g. setup programs: intercepts API calls like CopyFile()
and allows to redirect the parameters. This avoids e.g. replacing DLLs
in your system directory. Warns you if the programs tries to open
a TCP connection. With source, so you can extend it to
intercept arbitrary calls for arbitrary purposes.
